Banks write $1.26bn low-deposit loans as FHBs pay LEM premiums

New Zealand banks wrote $1.261 billion of new mortgages above 80% LVR in July 2026, double July 2019. First-home buyers took $850 million of that flow and paid low-equity margins that special-rate borrowers avoid.

NZ housing flat patch nears modern duration record as OCR rises

New Zealand dwelling values have drifted sideways for about 36 months since the autumn-2023 trough. If the grind lasts into autumn 2027, it would eclipse the 45-month 1997–mid-2001 spell that BNZ flags as the modern benchmark.

ANZ Bank New Zealand is consulting on a proposal that would cut most of its Dunedin contact-centre capacity, leaving only two customer-facing roles in the city. RNZ reported on 4 September 2026 that the bank wants to reduce about 15 such roles to two. Affected staff would be offered transfers to Auckland, Wellington or Christchurch.

ANZ has not confirmed those headcount figures in public. In a statement carried by RNZ, the bank said it was consulting with a small number of staff on proposed changes. It said it was exploring redeployment options where possible and would not comment further during active consultation.

Labour Taieri MP Ingrid Leary told RNZ that only two affected staff had been offered redeployment in Dunedin. She said relocating was not realistic for others whose families and homes were in the city. Leary also linked the proposal to more than 60 job losses at the Gregg’s and Ravensdown sites.

The consultation lands against a profitable NZ franchise and soft local labour market. For the year to 30 September 2025, ANZ New Zealand reported cash net profit after tax of $2,369 million, up 4 percent. Statutory profit was $2,532 million, up 21 percent, lifted by economic-hedge gains.

ANZ Bank NZ said it employs around 7,000 New Zealanders, including full-time, part-time and contractors. Group disclosures put New Zealand division FTE at 6,689 at 30 September 2025, down 1 percent year on year. Customer deposits rose 5 percent and gross loans 4 percent. Net interest margin rose 3 basis points to 2.60 percent. Revenue was up 2 percent and expenses 3 percent.

CEO Antonia Watson framed the FY25 result as New Zealand turning the corner, with rural strength and a gradual urban recovery. The bank paid more than $1 billion in tax, over $550 million to suppliers and about $1 billion in salaries and wages in that year.

Parent simplification, NZ guidance

In September 2025 the Australian parent announced a simplification programme targeting about 3,500 job cuts by September 2026. It booked a restructuring charge of about A$560 million and cut third-party spend. Group CEO Nuno Matos said the bank was eliminating duplication in a competitive environment.

At the time an ANZ New Zealand spokesperson said there were no significant restructurings planned for New Zealand. The bank said ordinary reviews may impact between 20 and 30 roles, similar to prior years. The Dunedin consultation is smaller than the Australia programme. If about 13 to 15 roles are in scope, it sits near the upper end of that earlier NZ band.

Contact-centre hiring still appears in Auckland, Wellington and multi-city lending roles. That pattern fits concentration of phone and digital capacity in larger centres rather than a blanket NZ freeze.

Dunedin labour market

Stats NZ put the seasonally adjusted national unemployment rate at 5.6 percent in the June 2026 quarter, up from 5.4 percent in March. About 171,000 people were unemployed. The number of unemployed 15–24-year-olds rose 19.5 percent year on year, up 12,200.

Infometrics data show Dunedin employment down 0.7 percent in the year to March 2026. City GDP grew only 0.2 percent over the same period. Construction and education were weak. Tourism was a relative bright spot.

Manufacturing exits have already thinned the private-sector base. Heinz Wattie’s Gregg’s coffee factory closure, announced in March 2026, was expected to cost more than 30 local jobs within a national programme of about 300 role losses. Ravensdown ended superphosphate manufacturing at Ravensbourne in early 2025, with about 30 jobs disestablished. The site retained storage and distribution.

ANZ has reduced its physical footprint in Dunedin before. It closed the North Dunedin branch in late 2019 and the Otago University branch in 2020, citing falling in-branch transactions and the shift to mobile and online banking. Staff were redeployed and ATMs retained. Major banks’ regional-branch limits do not freeze contact-centre reorganisations in metro offices.

Sector pattern

The same week as the ANZ briefing coverage, Woolworths NZ opened consultation on integrating about 130 New Zealand customer-care roles with Sydney group support. Banks industry-wide have long shifted volume from branches to apps and centralised phone teams. Any capacity consolidation will be judged on wait times and complaint metrics as well as cost.

For mortgage-holders the link is indirect. Lower operating costs can support margins and capital. They do not automatically cut OCR-linked home-loan rates. The Reserve Bank raised the OCR to 2.75 percent on 2 September 2026 after a fuel-price shock, while noting unemployment remains high even as activity indicators improve.

No formal union statement or Dunedin mayor comment on the ANZ proposal was on the public record in early coverage. The process remains at consultation stage.

Watch the final redeployment numbers, how many staff actually move north or exit, and whether Dunedin phone capacity loss shows up in service metrics. For a bank posting $2.37 billion cash profit on roughly 7,000 NZ roles, thirteen contact-centre jobs are small on the group P&L. In a city that has already lost manufacturing payroll, they are not small on the local rates base.
